Unlocking a New Era of Science and Technology: Resolution 57

A Catalyst for Science and Technology: Propelling Vietnam Towards a Digital Future

On May 19, at the National Conference to implement Resolution 57-NQ/TW, Deputy Minister of Industry and Trade, Nguyen Hoang Long, delivered a congratulatory address to the science and technology community within the industry sector, marking Vietnam Science and Technology Day.

Deputy Minister Long acknowledged the significant contributions of the Ministry to Vietnam’s scientific and technological advancement, stating, “Our Ministry has been a key driver of national progress through its state management agencies, research institutes, and universities. This is a source of great pride for us.”

In the era of global digital transformation, science, technology, innovation, and digitalization are at the heart of economic growth and national competitiveness. Recognizing this, the Party and Government have introduced pivotal policies, notably Resolution 57-NQ/TW and Government Resolution 71/NQ-CP, aimed at catalyzing breakthroughs in these domains.

These resolutions set forth strategic objectives and actionable tasks to propel Vietnam into a new era, characterized by a digital economy and society. Innovation, science, technology, and digital transformation are envisioned as the foundational pillars of this new era. While presenting challenges, this transformation also offers the Ministry of Industry and Trade a unique opportunity to reinforce its pioneering role.

Deputy Minister Long emphasized the significance of Resolution 57, stating, “The issuance of this resolution by the Politburo is a pivotal moment in Vietnam’s journey towards a digital future. Scientific and technological development is imperative for us to achieve our centennial goals,” adding that the resolution ushers in a new chapter for Vietnam’s innovation ecosystem.

Despite past obstacles, Resolution 57 provides the policy mechanisms and legal frameworks necessary to unlock future progress in science and technology. Deputy Minister Long expressed confidence in the Ministry’s ability to lead this transformation, given its extensive network of institutes, educational institutions, and talented researchers, educators, and students. “With determination and ambition, no challenge is insurmountable,” he assured.

A Six-Point Strategy for the Ministry of Industry and Trade

To effectively realize the goals of Resolution 57 and related directives, Deputy Minister Long outlined six strategic tasks for the Ministry:

First, enhance policy mechanisms and organizational structures. This involves reviewing and amending legal documents to remove barriers, encouraging businesses to invest in research and advanced technology, with a focus on high-tech industries, green technology, and the circular economy.

Second, foster an innovation ecosystem within the industry and trade sector. This includes establishing innovation hubs that connect businesses, research institutes, and universities, offering special support to startups and commercializing creative ideas.

Third, develop a highly qualified workforce. Modernize training programs to emphasize digital skills and innovation competencies, cultivating a cadre of science and technology professionals equipped for Industry 4.0 and global trends.

Fourth, accelerate digital transformation across the sector. Integrate digital tools and data systems for enhanced efficiency in state management and business operations, aiming to develop digital industry, commerce, and governance.

Fifth, strengthen international cooperation. Deepen global integration and actively participate in international innovation networks to leverage foreign resources, expertise, and technologies for the benefit of Vietnam’s key industries and services.

Sixth, reform public administration. Streamline administrative procedures and expand digital governance to promote transparency and enable innovation, creating a supportive legal environment that encourages startups and creative ventures.

“As we stand at the precipice of a new era, filled with both challenges and opportunities, the Ministry of Industry and Trade must embrace innovation, think boldly, and break through institutional and mindset barriers,” Deputy Minister Long concluded. “By doing so, we will create true breakthroughs in science, technology, and innovation, securing Vietnam’s place in the digital future.”
